Inside an Apagard tube

An ingredient list from Apagard reads better once you know the jobs on it. The American Dental Association describes each of them in a sentence.

What is nano-hydroxyapatite in Apagard toothpaste?

It is a fine synthetic form of hydroxyapatite, the calcium phosphate mineral that makes up about 97% of tooth enamel. Sangi calls its version nano-mHAP.

The external layer of human teeth, the enamel, is composed of 97% inorganic component, and the dentine is composed of 70% inorganic component; these inorganic phases are mainly made up of HA

The jobs on an Apagard list

Read an Apagard list from the top and the same jobs turn up in each tube, as they do in any toothpaste.

The rest of the list

A few entries fall outside those groups. Trimagnesium phosphate, hydrolyzed conchiolin protein, glycyrrhetinic acid, cetylpyridinium chloride and lauryl diethylenediaminoglycine HCl close out all four English lists.

The English card for Royal gives a job to some of them. It calls magnesium phosphate a stabilizer and hydrolyzed conchiolin a polishing agent. The export cards name the ingredients without saying what each is for.

Is there fluoride in Apagard toothpaste?

No. Fluoride appears in 0 of the 5 Apagard lists. The American Dental Association ties its Seal for cavity protection to fluoride, so weigh that before you switch.

All toothpastes with a claim of cavity protection with the ADA Seal of Acceptance must contain fluoride.
The American Dental Association: American Dental Association: Toothpastes (Oral Health Topics) read 7 October 2026
Make sure to use an ADA-accepted fluoride toothpaste.
Its advice to the public: MouthHealthy (American Dental Association): Brushing Your Teeth read 7 October 2026
Fluoride is a mineral that can prevent tooth decay from progressing.

What the research says, and where it stops

Hydroxyapatite in toothpaste has been studied for years, and a 2021 review in the journal Materials gathers the work. Its authors are frank about the limits.

Read the two quotations as a pair. The first says most of the good results come from the laboratory. The second says long-term clinical data on whitening do not exist yet.

Most of these favourable results were observed in in vitro studies rather than clinical and in vivo studies
On the state of the evidence: Materials (Basel), via PubMed Central (NIH): Chen L. et al., Hydroxyapatite in Oral Care Products: A Review (2021) read 7 October 2026
However, no long-term clinical data are available on the whitening properties of HA, which is a limitation

Is Apagard toothpaste a drug or a cosmetic in the United States?

The export tubes are sold with cosmetic claims: cleaning, plaque, stains. Under 21 CFR Part 355 an anticavity toothpaste is a drug, and the rule's active ingredients are fluoride compounds.

Whether a product is a cosmetic or a drug under the law is determined by a product's intended use.
The FDA: U.S. Food and Drug Administration: Is It a Cosmetic, a Drug, or Both? (Or Is It Soap?) read 7 October 2026
Among other cosmetic/drug combinations are toothpastes with claims to freshen breath and cleanse the teeth that contain fluoride.
